Mr. Scott F. Belcher serves as President and CEO of SFB Consulting, LLC.  Prior to SFB Consulting, Mr. Belcher served as the CEO of the Telecommunications Industry Association for two years and the President and CEO of the Intelligent Transportation Society of America (ITS America) for seven years.

Prior to ITS America, Mr. Belcher held senior management positions at a number of prominent trade associations, worked in private practice at the law firm of Beveridge & Diamond, PC, and at the U.S. Environmental Protection Agency. Mr. Belcher currently serves on the U.S. DOT ITS Program Advisory Committee, the U.S. Department of State Advisory Committee on International Communications and Information Policy, the American Association of State and Highway and Transportation Officials (AASHTO), Connected and Automated Executive Leadership Team, and the Global Actionable Innovation Advisory Board.

Malcolm Dougherty, P.E., is a Senior Vice President and National Practice Executive for Transportation at Michael Baker International. He also serves as the Chair of the Intelligent Transportation Society of America (ITS America) Board of Directors. In this role, Mr. Dougherty leads the ITS America Board of Directors to set policy and direct strategies for the association.

Mr. Dougherty joined Michael Baker in March 2018, having previously served as the Director of the California Department of Transportation (Caltrans). Based in Michael Baker's Santa Ana office, Mr. Dougherty drives the strategic direction, growth and performance of the firm's Transportation Practice. He leads an integrated team of regional transportation and management professionals in all aspects of transportation, including: Highways (State Departments of Transportation), Intelligent Transportation Systems (ITS), Smart Transportation, Aviation and Railroad/Transit.

Barry Matlack is the Vice President of Sales and Customer Success at one.network. Previously, he served as the Vice President of Sales for Sensys Networks, where he built and led a high-performance sales team, developed world-class strategic partnerships, and established strong sales and distribution channels.

Prior to joining Sensys Networks, Barry was responsible for marketing, sales, and strategic industry partnerships in North America for Signal-Park USA, a worldwide technology leader in vehicle detection for parking guidance and management systems. Barry began his career in the Design software industry, where he developed a proven track record of increasing revenue in diverse engineering environments. Mr. Matlack has always been an early adopter of new and emerging technologies, which fuels his passion for conquering new markets.
Dr. Tuhin Sahai

Dr. Tuhin Sahai is a Fellow at Raytheon Technologies. Previously, he was a Technical Fellow at the United Technologies Research Center (UTRC).
 
At UTRC, he served as a principal investigator for DARPA's EQUiPS and AFOSR's Computational Cognition and Machine Intelligence programs. He was also a principal investigator for DARPA's GUARD-DOG program on scalable analysis of social networks in MapReduce and DARPA's N-7 program on analytic frameworks for big data analysis. In 2012, he received the Technical Excellence Award, the highest individual award at UTRC for contributions to Science and Engineering. In 2013, he was invited by the National Academy of Engineering to attend the Frontiers of Engineering Symposium. Furthermore, he was awarded the Grainger Foundation Frontiers of Engineering (FOE) grant by the National Academy of Engineering in 2014.
